Just ask someone who installs them....The gadget that you are speaking of is the power save, and they do work. As for bills try 715.00 on for size when mine adv. 250-300. and I am being told I can do nothing about it.... The first time it happened they were guesstimating the usage. Now they are saying that it must have been a power surge and I can do nothing about it....Oh yeah I have to replace the breaker box, and the A/C unit.
